WASHINGTON, June 27 (Reuters) - Barclays Plc will pay a $200 million penalty to settle charges related to the U.S. Commodity Futures Trading Commission's probe over alleged manipulation of the key interbank lending rate known as Libor, a person familiar with the matter said on Wednesday.
