SAO PAULO May 21 (Reuters) - Brazilian Finance Minister Guido Mantega said on Monday that the government would pass new measures to help struggling manufacturers, including tax breaks and better lending terms for the automotive sector.
Brazil's economy has been stagnant since the middle of 2011 primarily because of high taxes and other business costs.
